    Equitable Growth, Finance and Institutions

    The Equitable Growth, Finance and Institutions (EFI) Practice Group provides support countries building economic and institutional foundations for inclusive and sustainable growth and, thereby, make progress towards achieving the World Bank Groups vision of ending extreme poverty and boost prosperity on a livable planet and mission to end extreme poverty and boost shared prosperity on a livable planet. The EFI Practice Group includes the WBG Global Practices of Finance Competitiveness and Innovation (FCI); Governance (GOV), Macroeconomics Trade and Investment (MTI); and Poverty and Equity (POV).

    Position Context

    The Middle East and North Africa (MENA) Region includes twenty-one countries of which three are IDA countries (Djibouti, Syria, and Yemen) while eight are high-income non-borrowing countries among the oil-exporters, particularly in the Gulf. The remaining countries are IBRD borrowing eligible. The region faces challenges, not least ongoing political turmoil and ongoing conflicts, high youth unemployment, severe water scarcity, high energy subsidy, and human and social development outcomes that have been below those achieved by countries at similar levels of income. These challenges have been recently compounded by the health, social and economic impact of the COVID-19 Pandemic and the fall out of the war in Ukraine. The social contract in the countries of the region is often described as broken and unsustainable.

    The WBG's engagement in governance in MENA Region is anchored in an ambitious strategy with a focus on four pillars the 4 Rs Renewing the social contract; Regional cooperation; Resilience to migration shocks; and Reconstruction and recovery. In parallel with the focus on immediate needs, we are helping countries develop new models for sustainable and inclusive growth in a dynamic and increasingly knowledge-based global economy. In 2019, we expanded the focus of the MENA regional strategy to include improving human capital outcomes, leveraging digital technologies, and opening-up business environments for the private sector to compete in a free and fair market.     The Governance Unit (EMNGU) is implementing the regional strategy through fiduciary assurance of the Banks portfolio and the following key work streams: Justice Sector Reform, GovTech, Economic Governance, SOE reform, public sector performance, and strengthening development impact and risk mitigation through understanding the political economy. Themes such as climate change; transparency, accountability, and participation (TAP); anti-corruption; and gender are mainstreamed throughout the work streams.

    The scope of work includes advancing the public sector reform agenda in Tunisia. This will include leading Advisory Services and Analytics (ASA), including technical assistance, as well as supporting potential future public sector lending operations that build on this advisory work. It will entail adopting a client-centered problem-driven approach throughout the program. The role includes leading the Banks support to further improving the functioning of the center-of-government in Tunisia, currently including a Delivery Unit (DU), which comprises a small team anchored within the Presidency of the Government of Tunisia and established by Decree. The role will also include support to public administration reform, including supporting an ongoing review of public administration reform initiatives to inform a forthcoming public administration reform strategy. It will also include support to the Government of Tunisias involvement in the Open Government Partnership (OGP), a multi-stakeholder initiative that seeks to encourage participating countries to anchor the principles of open government in public institutions and to adopt a mode of governance based on transparency and accountability. Further, the Governance team also supports strengthening of local governance in Tunisia through an Urban Development and Local Government (PDUGL) Program-for-Results (PforR) lending operation and associated technical assistance on municipal public financial management (PFM) and human resources management (HRM), which is co-led by the Urban and Governance teams.

    Duties and Accountabilities

    The Senior Governance Specialist will join a collaborative team in Tunis and will be responsible for contributing to advisory services and analytics as well as lending operations in Tunisia in the key work streams mentioned above with a focus on support to the center of government. She or he will have expertise in public administration reform and ideally one or more of the listed work streams. The selected candidate should be good at teamwork and collaboration across organizational boundaries.

    The Senior Governance Specialist will be expected to:
    • Lead the Banks support to the center of government. This involves managing a program of technical assistance and associated dialogue with counterparts, delivered through a mix of staff resources, technical consultants, and firms.
    • Provide technical advice on public sector reforms to counterparts and World Bank Colleagues to strengthen the delivery of public services, including on public administration and HRM reform, support to improved openness and transparency, and on decentralization and local governance.
    • Lead and participate in regular supervision missions for World Bank lending operations, day-to-day supervision of technical consultants, reporting and monitoring and evaluation, often acting as the Bank focal point for daily interactions with the counterparts.
    • Lead and provide technical inputs to analytic work in the areas of governance and public sector reform. This will include conducting analytical reports to counterparts (e.g. analysis, findings, and policy recommendations), in close collaboration with the country management unit, relevant task team leaders and sector experts within and outside the Bank.
    • Trust Fund management and reporting, in particular a program of governance activities under the TERI Umbrella Trust Fund.
    • Provide inputs to the Regional Director, Country Director, and Practice Manager on public sector engagements, with a focus on public administration, and linkages to social service delivery in Tunisia.
    • Maintain excellent relationships and networks with counterparts in Tunisia as well as with external partners.

    Selection Criteria

    • Masters degree in international development, public policy and administration, economics, political science, or other related field.
    • A track record of team-work and collaboration.
    • At least 8 years of relevant professional experience, including supporting the management and implementation of analytical and operational tasks on public sector reform and change management.
    • Experience working on center-of-government reform leadership and coordination, public administration and HRM, and/or local governance is an asset.
    • Demonstrated experience in dialogue with counterparts and the design and delivery of technical assistance programs, and preferably trust fund management and/or operational experience in the Banks investment lending and results-based lending instruments.
    • Demonstrated experience of working in or with the public sector, preferably in the Government of Tunisia.
    • Ability to design, manage and deliver analytical work on public sector/economic governance reforms.
    • Fluency in English, Arabic, and French is essential.
