Job Description

The Libya INGO Forum (LIF) is an independent network of 33 international non-governmental organizations (INGOs) implementing humanitarian, development, and peacebuilding programs to respond to the needs of the most vulnerable population living in Libya. LIF provides a platform to facilitate the work of its members and support them to address key issues of common interest efficiently and effectively. While LIF is hosted by IRC, it maintains some degree of independence allowing it to effectively represent the perspective of all its members equally.
The Libya INGO Forum (LIF) is seeking an Access and Security Coordinator for six months to strengthen LIF members ability to navigate humanitarian access challenges and support principled and effective response by facilitating the flow of information, providing technical advice to members and engaging with key external stakeholders. INGO response to the humanitarian crisis resulting from Storm Daniel in eastern Libya.


Job Overview/Summary:
Oversee LIFs access and security portfolios.
Cross-checking and verifying information for INGOs regarding access and security.
Strengthen contextual analysis of the security and access environment by engaging with key actors (e.g., OCHA, RCO, UNDSS, etc.), including ensure members positions are effectively represented to and followed-up on by OCHA.
Advise the LIF Director and members on approaches to key access and security issues in Libya.
Co-chair the Access Working Group with UN OCHA.
Chair and lead the coordination of the LIF Safety and Security Working Group.
Develop and produce Access and Security strategies for LIF in consultation with LIF members and key external stakeholders.
Liaise and collaborate with relevant stakeholders and represent LIF in relevant access and security forums/cluster/working groups.
Adhere to LIF policies, guidance, and procedures in defining and coordinating the LIF strategic access and safety and security coordination.
Coordinate closely with the LIF Director to ensure a coordinated approach for all key issues and with stakeholders.
Stay informed on political, humanitarian, and security contexts, while providing structured updates to the INGO Forum as it relates to access and security regionally and nationally.
Guide and support the other forum staff as needed.
Other tasks as required.

Major Responsibilities:
Access
Coordinate access efforts called for by the LIF membership/Steering Committee and ensure access discussions and decisions are contextualized and conflict sensitive.
Co-chair twice weekly meetings of the Access Working Group (AWG) and strengthen its efforts, including ensuring the timely production of related notes, reports, updates, policy briefs, and other similar materials.
Collect and verify all instances of access impediments and constraints, and measures taken to address those issues, faced by INGOs in Libya and produce weekly or bi-weekly reports.
Lead prioritization and analysis of access-related information from relevant stakeholders including patterns and trends through the joint production of monthly information and quarterly trends reports.
Strengthen communication and coordination with, and access through the support of, key interlocutors including UN OCHA, RCO, and other stakeholders.
Ensure all LIF members are familiar with formal access processes and any changes in those processes that occur.
Safety and Security
Provide INGOs with timely and credible security information/updates.
Produce and disseminate/deliver daily updates, security briefing, analysis notes, and monthly trend analysis reports, etc. as deemed relevant.
Chair the LIF Safety and Security working group to discuss contextual updates, the security of INGO staff, proper approaches and procedures for INGOs working in country, and any other necessary topic.
Collect and verify all security incidents, and measures taken to address those mitigate them or their resolution and produce regular (at least monthly) reports.
Represent LIF at any UNDSS or other external security coordination meeting.
Coordinate linkages between the INGO Forum and other organizations relevant to safety and security of NGOs, including UNDSS under the Saving Life Together framework.
Provide at least two training sessions or workshops for LIF members, based on the needs of the membership and the developing context on the ground, to enhance INGOs safety and security awareness and policies.
Provide ad-hoc security guidance and assistance to INGO Forum member organizations when required.

Essential Skills:
Bachelors degree in security, risk or international relations, Masters preferred
At least 3-5 years of experience, either in a safety and security management or operational role. Experience in insecure/conflict-affected environment and/or with an INGO or other forum/network preferred.
Experience in coordinating multiple agencies or large teams is essential.
The ability to effectively facilitate meetings and trainings.
Familiarity with access coordination and/or security project implementation in complex humanitarian/development contexts.
Ability to manage and disseminate information with conflict sensitivity and respect for confidentiality.
Strong analytical skills and demonstrated ability in writing briefing papers and other information products.
The ability to set realistic goals, independently identify solutions, and be accountable, dependable, and self-driven is required.
Fluency in English, both written and verbal, with strong writing and editing skills is required. Knowledge of Arabic strongly preferred.
Excellent computer skills.
Desired Skills:
Experience within an operational NGO strongly preferred. Equivalent experience, including the UN, DPKO missions, diplomatic community, donors, national governments, and others could be considered.
Experience working in the Libya context preferred.
Knowledge and understanding of civilian-military relations strongly preferred.
Familiarity with humanitarian principles and response architecture (such as UN-led coordination mechanisms).
