    To ensure that an effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health and development agendas and harmonized with the United Nations country teams.

    Description Of Duties:

  • Prepare donor reports, according to the donor agreement(s), in terms of human and financial resources breakdown, compile inputs from relevant staff, monitor reporting deadlines to donors, and follow through with relevant staff as required.
  • Handle all matters related to donor grants and perform the related duties, as well as support the implementation of activities under the agreements. Develop a database on the status of the implementation in the country office (CO) and provide all technical assistance needed.
  • Develop reports to highlight and clarify changes in resource utilization plans; recommend alternate plans and funding strategies; and discuss potential problems that could arise from programming.
  • Develop, monitor, and evaluate the unit's or program workplans that identify the most effective interventions for delivering the outputs with consideration to value for money, equity, gender, and human rights, as well as appropriate risk mitigation activities. Ensure technical report competencies and compliance in support of unit quality assurance to reduce risk.
  • Draft performance assessments, including midterm and end-of-year reports, by providing relevant data, analytical support, and documentation. Align program priorities and collate results, programmatic evaluation, and performance assessments.
  • Monitor budget implementation of different awards and report to the supervisor on a monthly basis. When required, ensure funds are distributed and budgeted as instructed, and expenditures are timely prepared. Monitor award expiration dates and alert the supervisor as appropriate. Initiate expenditure batches; liaise and coordinate with country offices on the implementation of the workplan related to the concerned programme
  • Review and analyze available funds allocated for the unit in close coordination with the supervisors, BFU, and PMO to ensure necessary funds are secured.
  • Initiate correspondence to verify information, answer queries, and obtain additional information on financial matters.
  • Review the content of communication products and follow-up on design with media agencies hired for the development of relevant materials. Guide the country office in preparing and submitting documents and promotional materials related to the different unit's events.
  • Participate in the preparation of the concept notes, checklists, and project timeline for the unit's events, meetings, and other relevant occasions.
  • Provide full administrative support to the unit's intercountry meetings; prepare rationale and approximate costs for meetings; compile and process all necessary documentation. Draft selected sections of the meeting technical reports and compile comments and feedback from the unit technical staff and other experts and reviewers for finalization of the reports.
  • Prepare technical content and materials to update the programme's webpages linked to the programme areas and work in close collaboration with the relevant department for maintaining and updating
  • Initiate correspondence, prepare tables, graphs, and PowerPoint presentations, and take minutes of unit meetings that may be of a confidential nature within the assigned area of responsibility. Assess the urgency of program matters, advise or guide on appropriate action related to submissions of the unit's contribution, and provide needed supporting materials.
  • organize all the administrative issues related to the travel of the Health System Adviser and other unit staff, including GSM formalities.
  • Initiate and process different transactions in GSM, including procurement of goods; complete necessary forms; obtain approvals for APWs; submit documentation to the HR focal person in the CO; and follow up with concerned parties on the receipt of deliverables and finalization of payments.
  • Required Qualifications:

    Education:

  • Essential: completion of secondary education supplemented by secretarial training.
  • Desirable: A university degree in business administration, social sciences, or a related field is an asset.
  • Experience:

  • Essential: At least eight years progressive administrative and programme management experience
  • Desirable: Relevant experience in the UN system.
  • Skills:

  • Good filing and organizational skills
  • Ability to maintain good working relationships with staff, experts, and visitors.
  • demonstrated the ability to translate routine correspondence into English.
  • Very good time management and stress management skills.
  • Very good knowledge of WHO rules, manuals, practices, procedures, and the WHO Style Guide applicable to the administrative level is an asset.
  • Use of Language Skills:

  • Essential: excellent knowledge of English, French, and Arabic.
